I am testing various theories as I do some of these moves.
As to timeline.
Setup your permalinks immediately after installation. Setup your feed correctly with Feedburner
After that plan and execute what you intend to do (it is hard to do everything).
Sometimes opportunities change priorities, as is actually happening to me today though it might only delay other plans a couple of days.
Balancing this with actually finishing what you intended to do is the hardest part
